My itel Android phone does not receive text messages from people. I flashed the phone because of this but it hasn't solved the problem. Does anyone have a suggestion on this?

No it doesn't give any error report. I can send text on it but can receive

Try going to settings > apps > all > messaging and force stop and clear data/cache.
then shut down and restart and see if clearing cache helps.
